[Archivesspace_Users_Group] Manage User Access version 2.5.0

Hi Patrick,

Are the only users for which you are unable to "Edit groups" other
administrators? If so, it looks like this was a change introduced by this
pull request:

"Prevents group assignment for 'admin' users. They already have all the
privileges so groups are unnecessary, but this prevents a side effect
where an 'admin' user (including the global admin) can lose admin group
permissions if they are assigned to a group by another admin level user."
