[Archivesspace_Users_Group] Collection Organization button & display disabled

Sometimes pieces​ of the PUI may become functional before the index completes. You can tell if the index is complete by looking for lines in the log that look like 'PUI Indexer - Index round complete'.

Depending on the size of your collection(s), and any customizations, indexing can take a looooong time.

That typically indicates a problem with the indexer. You'll probably want to clear your index, rerun and look for errors in the logs.

We are running ArchivesSpace 3.2.0 and our frontend Collection Organization button is disabled – not clickable.  The Collection Organization outline will not display in the right sidebar.  Is there an easy fix for this?  I can’t find anything in the global config file.
