Hi Jim,

The short answer is no.

The longer answer is that the only reason this is the case is that "DACS
does not provide rules for the construction and maintenance of subject
authorities

If it did, TS-DACS would have made the rights statement a requirement for
subject authorities when it was introduced.  In my view, there is no
downside to including such declarations in subject authority records.
