[Archivesspace_Users_Group] PUI infinite scroll bugginess

Hi Benn,

This problem has been in ArchivesSpace (at least for Firefox) since I
started using the application in 2017.

Some related tickets have been approved by Dev/Pri, but are still pending
implementation:

   - https://archivesspace.atlassian.net/browse/ANW-306

Personally, I think the Collection Organization feature is one of the
weakest parts of the PUI.  Since it is also the closest to the traditional *EAD
Cookbook* style finding aid that many repositories previously used, I
suspect that a lot of the folks with negative opinions of the PUI are put
off by it.
