[Archivesspace_Users_Group] Top-Container restrictions

The restrictions aren't governed by rights subrecords, they're governed by
conditions governing access and conditions governing use (this is because
the rights subrecord is based on the PREMIS model and is for digital
preservation use, not for archival description, which is governed by DACS).
Try applying the same restrictions as conditions governing access or
conditions governing use restrictions and give it a shot.
