Yes, I think this is to be expected. It's searching the XML for EAD tags, but cannot find any, so no records were created.

I inadvertently imported an EAD XML as MarcXml into our repository.  The job completed with no error message displayed and the status read completed instead of failed.  The log indicates "No records were found in the input files!
