[Archivesspace_Users_Group] translation missing: en.brand.welcome_message

I followed the instructions at:
https://github.com/archivesspace/archivesspace/wiki/Customizing-&-Theming-ArchivesSpace

trying to change "Welcome to Archivesspace" to "Special Collections Research Center Archives Online"

I created the specified file
archivesspace/plugins/local/public/locales/en.yml 
as follows:

en:
    brand:
    title: My Archive
    home: Home
    welcome_message: Special Collections Research Center Archives Online

I restarted the server, and now I get "translation missing: en.brand.welcome_message" on the front page.

Any ideas?
