Launched in January 2013, the NISO Open Access Metadata and Indicators Working Group was chartered to develop protocols and mechanisms for transmitting the access status of scholarly works, specifically to indicate whether a specific work is openly accessible (i.e., free-to-read by any user who can get to the work over the internet) and what re-use rights might be available. This draft recommended practice proposes the adoption of two core pieces of metadata and associated tags: and . The first tag would indicate that the work is freely accessible during the specified timeframe (if applicable). The second tag would contain a reference to a URI that carries the license terms specifying how a work may be used. ?Currently publishers provide articles that are free-to-read under a wide range of re-use terms and licenses,? explains Cameron Neylon, Advocacy Director, PLOS, and Co-chair of the NISO Open Access Metadata and Indicators Working Group. ?It is unclear to readers when an article is freely accessible and what their re-use rights are. Funders are unsure if the publication of an article complies with their open access policies. Aggregators and platform or knowledgebase providers have no consistent mechanism for machine-processing metadata and identifying the accessibility or rights status. Adoption of these two common metadata designations will allow both humans and machines to assess the status of content.? ?Use and re-use rights can be difficult to explain in metadata,? states Ed Pentz, Executive Director, CrossRef, and Co-chair of the NISO Open Access Metadata and Indicators Working Group. ?By publishing URIs for applicable licenses and including these URIs in the metadata for the content, more detailed explanations of rights can be made available. The metadata can also be used to express how usage rights change over time or point to different licenses for particular time periods, for example when an embargo applies.? ?The recommended metadata tags can easily be incorporated into existing metadata distribution channels, encoded in XML, and added to existing schemas and workflows,? states Greg Tananbaum, Consultant at SPARC and Co-chair of the NISO Open Access Metadata and Indicators Working Group. ?Publishers and platform providers can use the tag to automate the display of appropriate status icons to users. The combination of and metadata provides a mechanism for signaling or determining compliance with most funder and institutional policies that allow compliance through the article publisher?s site.? ?In addition to the recommendations, the Working Group has defined the most common use cases,? states Nettie Lagace, NISO?s Associate Director for Programs. ?For each use case, the current situation and applicable stakeholders are described and the extent to which the recommendations will solve the situation is explained. The group has also identified several issues for further follow-up, such as the incorporation of the recommended metadata into existing formats, such as ONIX.? The draft recommended practice is open for public comment through February 4, 2014. To download the draft or submit online comments, visit the Open Access Metadata and Indicators webpage at:[http://www.niso.org/workrooms/oami/] www.niso.org/workrooms/oami/. Most of you know her - she has been an NFAIS fixture since she joined the staff in March of 1995. Over the years she has tirelessly solved member problems, answered questions, and always ensured that annual conference attendees were well taken care of. She was diagnosed with cancer shortly after last year?s conference, but we all hoped that we would celebrate her recovery at this year?s meeting. But it was not to be - God wanted her with him. There is a quote from Margaret?s memorial service that I want to share with you as it is something that I had come to know very well over the years that I have worked with her. ?Margaret was known to be a quiet woman, yet when she had something to say, you listened. She shared her practical wisdom with many, thereby making lifelong treasured friends. She was a loving, strong, and supportive wife, mother, sister, grandmother, great-grandmother, aunt, friend, etc. She was a spiritual pillar in the true sense of the meaning.? The latter is something to which I can personally attest ? she provided the perfect example of how to live your religious beliefs ? whatever they may be. She lived her beliefs through action and never questioned the religious paths taken by others. She and I had many a philosophical discussion when we arrived at the office in the morning (after which we always agreed that together we could solve the world?s problems!). I miss her every day when I enter the darkened NFAIS office and I dedicate the 2014 Conference to her service to the Federation. Just some background information that you might not know. Margaret was a 1960 graduate of Berkley High School in Aberdeen, North Carolina and later of Fayetteville State College, also in North Carolina. Although she established her residence in Deptford, N.J., she still remained very close to her North Carolina family and friends. Her loving survivors are her husband, William Manson (who has helped at every NFAIS conference since Margaret joined the organization); daughters, Lana Thomas, of Lithonia, Ga., Juanita Manson, of Williamstown, N.J., and Baba Manson of Mantua, N.J.; stepson, William Brady, of Elizabeth, N.J.; brothers, Larry Ray, of Norriton, Pa., and Ted Ray, of Statesville; sisters, Lillian Seagraves, Cathy Hinton, and Juana Ray, all of Aberdeen; six grandchildren; and two great-grandchildren. Please join me in offering a thanks to Margaret for all that she has done for us. I firmly believe that she can hear us. Her accomplishments and contributions to our industry are far too numerous to list here (see the press release for a sampling at http://nfais.org/pressreleases?prid=24). Most of you know and have worked with Margie in some capacity over the years, so you all know how well she deserves this honor. She will present the Miles Conrad Award Lecture at 4:00pm on Tuesday, February 24th during the NFAIS Annual Conference. Please be on hand to join with all of us in offering our congratulations (details on the conference can be found at: http://nfais.org/event?eventID=530). If you cannot be at the conference, please reach out to Margie and celebrate with her. Congratulations, Margie!!!!!!!!
