The document can be accessed at: http://info.nfais.org/info/Recommended_Practices_Final_Aug_2013.pdf. Our goal is that these Practices contribute to an awareness of the issues surrounding Discovery Service relationships (usage reports, ranking algorithms, content coverage, branding, etc.) and that it will create an understanding of how these issues can impact each participant. While involvement in a Discovery Service may not be an appropriate business decision for all types of information providers (see Appendix B of the document) nor cost effective for all libraries and information centers, the Recommended Practices can serve as a point of reference in the development of contractual agreements for those who are considering participation (or considering renewing an existing relationship). However, the document does not offer a model contract, but rather provide a set of guiding principles from which contractual terms can be negotiated. It should be noted that the Recommended Practices were developed to be the ideal towards which the Information Community should strive as technology advances, even if today's technology presents barriers to full implementation. It is also a living document that will be revisited on a regular basis, with the first of ongoing reviews and potential updates being scheduled to begin in March 2014. We are aware that as participants in Discovery Services gain experience over time their views of the services change (see comparison of the 2010 and 2012 surveys on Discovery service participation at http://info.nfais.org/info/Survey_2010_2012_Comp.pdf). In preparation of the first update, the survey will be run again in January 2104 simply as a litmus test of changes that have taken place in the past two years. Please send any comments or suggestions that you believe should be considered for inclusion the next iteration of the document. Also, a workshop is being developed on the next steps for Discovery Services and is scheduled to take place in Philadelphia, PA on June 20, 2014. In the interim, a virtual Roundtable Discussion is will be held to discuss the Recommended Practices. My sincere thanks to those who worked very hard to make there Recommended Practices a reality. Sick, Co-Chair of the NFAIS Library Education Committee and a twenty-five year employee of the American Psychological Association (APA). Lisa spear-headed the creation and updating of the extensive database resource pages that appear on the NFAIS web site for use by librarians. She was presented with the Ann Marie Cunningham Memorial Award in 2011 for her outstanding service to NFAIS. Lisa is survived by her husband, Ken, and two children, Nathan and Julia. She was a longtime resident of Arlington County, Virginia and was an ardent bird-watcher. The memorandum introduced a new policy framework that will make the results of research that is supported by federal government investments, both the publications and the data itself, freely-available after a defined embargo period. The policy affects federal agencies and departments that spend $100 million or more annually on the ?conduct of research? and Agencies had to submit their initial plans for review in August 2013. The big question is how this policy and the Agency responses will impact publishing and information discovery moving forward. On October 9, 2013 NFAIS will hold a 90-minute webinar (11:00am - 12:30pm EDST) to look at how members of the Information Community can work together to meet the OSTP requirements. Database producers, journal publishers, librarians, and government agency staff have always worked side by side, albeit from different perspectives but with the same objective - to ensure the flow of scientific and scholarly communication. Now we all need to understand the ways in which the policies will impact us, not only as individual groups, but also in how we work together towards our common goal. This webinar will provide a broad overview of the current state of Open Access in the federal government and will touch upon some of the specific strategies that are already being developed by the publishing and academic library communities to influence the Agency policies. Mary Kay passed away on August 9, 2013. She had worked for the American Economic Association for twenty-six years, joining the association's fledgling publications staff in 1986 when it was housed in a small office near the University of Pittsburgh. As an assistant editor, she handled print journals and the association's widely-used database research tool, EconLit. By the time she was appointed Managing Editor of one of the association's flagship journals, the Journal of Economic Literature, in 2004, Mary Kay had highly developed expertise in all aspects of scholarly publishing and was an invaluable asset to the editorial team and AEA management. Under her stewardship, the Journal of Economic Literature remains one of the highest-ranking journals among peer publications and is a mainstay of higher-education economics programs around the world. Mary Kay will be deeply missed by her colleagues in the Pittsburgh office and Nashville headquarters staff, who all fondly recall her personal warmth and genuine compassion for others.
