OACIP is a community-driven framework that enables multiple stakeholders - including academic and public libraries, academic departments, institutions, museums, and funding agencies - to evaluate and collectively fund Diamond Open Access (OA) journals. OACIP brings together investment opportunities in one place and provides important and consistent information about those opportunities to support informed and principled investment decisions. As part of celebrating Open Access Week, we wanted to give you some insight into the kinds of opportunities we are currently pursuing in order to facilitate open access (OA) publishing. In reflection of our CSCI values, we have tried to pursue different types of OA models in order to provide options that reflect the varying needs of our diverse membership. Prior to this year we had not pursued any Read and Publish (R&P) agreement because that model often presents administrative and financial challenges for many libraries and does not appeal to diverse types of institutions that are widely represented in the LYRASIS membership. However, we were approached by The Royal Society with an intriguing offer: a centrally negotiated license, a flat "read" price for the complete journal package, and a variable per institution single annual "publish" price based on each institution's average publishing rate from the previous two calendar years. This would allow any researchers at an institution to publish OA in any of The Royal Society's journals without the added burden on the library of tracking and approving individual Article Processing Charge (APC) payments. We put together a group of member institutions that we identified as actively publishing with The Royal Society, and presented them with the model. After much discussion with both the members and The Royal Society, we came up with a low-risk, one year deal that has proven attractive: a universal discounted consortial "read" price combined with a calculated "publish" price per institution with a centrally negotiated license. We were pleased to get engaged feedback from our members that allowed us to shape a deal that worked for them. We are interested in investing in any OA models that make content Open in a sustainable process, and while we do not believe this is the only model we want to pursue, it is one model that works for a subgroup of our members.
