A clause in the license establishes that the licensing agent (LYRASIS) and ARL staff can access the usage data from participating institutions. We will use these statistics to inform our ongoing discussions with Project MUSE about future offers. 7 ARL libraries purchased the entire collection of ebooks at MUSE under the terms of the ARL group license in 2012, and 6 more ARL libraries purchased selective content. The usage data is primarily from July-December 2012, as most of these 13 libraries did not acquire the content and have access prior to that time. 88% of the ebooks at MUSE in 2012 were published from 2000-2012. In six months of 2012, the 13 ARL libraries used 42% of the 2000-2012 titles and 38% of those published prior to 2000. Project MUSE has reported that the 133 purchasing libraries across the globe to date collectively have used 70% of the ebook titles so far. Many libraries outside North America purchased content early in 2012 and had access for most of the year. I know that many of you have seen announcements from multiple consortia for the content that is being offered through the ARL Licensing Initiative, specifically Harvard, MUSE, and UPSO. A key part of the Initiative is stated in the original RFP document that ARL issued: "ARL intends that any agreement will be open to non-ARL members of established consortia in which ARL members are participants. In this spirit, the agent will be free to offer the same terms to non-ARL members and to coordinate with those consortia in a manner beneficial to ARL members and other parties." In keeping with this intent, I have been working closely with other consortia throughout the US and Canada that can extend the reach of these special offers beyond LYRASIS and ARL member libraries. We want to leave no one behind. That's why you are seeing notices from many directions about these offers. To date, the following consortia have expressed a desire to be part of this inter-consortial coalition to help promote awareness of the ARL-supported offers. Due to internal schedules and workload, the offer announcements are not all appearing simultaneously. One further point of clarification is that the ARL/LYRASIS negotiated group licenses will only cover those libraries that order through the LYRASIS administrative channel. We are obligated by these group licenses to obtain agreement to abide by the terms from libraries at the point of order. Although an occasional amendment to satisfy local institutional requirements is necessary, for the most part this central license effort has brought a lot of badly-needed efficiency to the licensing process. I've also been working with OUP to extend a deeper discount to all participating libraries at the outset as a way to guarantee lower prices at the start, and I'm pleased to share the news that today they have agreed to do just that. The offer you've all been reviewing established the initial discount for all of the publisher and subject collections at UPSO at 15% off list, and Oxford has now agreed to offer all participating libraries a minimum of 25% off list. That discount may still increase on a sliding scale if we get enough participants. I'm hopeful that the new guarantee of at least 25% off list will help some additional libraries afford these collections. As we all do cost comparisons among the three offers (HUP, MUSE 2013, and UPSO) we are considering now through the ARL Licensing Initiative, it's clear that the UPSO collections have a higher per title cost even at the deeper discount levels available if we manage to gather a large group. A key reason for this reality is that the OUP titles and those from many of their partner presses start out in the print world at a higher average cost than titles from other university presses. Discounts for all of these ebook collections are traceable in some fashion to the print prices. Analysis of these ebook collection offers makes it easier to see the cost differences among the publishers that have existed for a long time in the print realm.
