In addition to what Zach and Andrew mentioned, I would also set "pui_indexer_enabled" to false in this case.
Also, all the configuration defaults are here: https://github.com/archivesspace/archivesspace/blob/master/common/config/config-defaults.rb. I always have to look at that to remind myself 🙂

This is an AppConfig[:enable_public] setting which can be set to false in config.rb.
