MariaDB [archivesspace]> select username, create_time, system_mtime, user_mtime from user;
| search_indexer   | 2019-08-30 14:58:02 | 2020-03-08 02:00:57 | 2020-03-08 02:00:57 |

I reset system_mtime and user_mtime for the search_indexer user and archivesspace started fine.
