[Archivesspace_Users_Group] Add a static web page to ArchivesSpace PUI?

Hi James,

Your original version will be useful to us, because we're probably going to want to add extra help pages to our staff interface for cataloguers transferring over from Archivists' Toolkit. And reading the static HTML from a file instead of building from ERB templates means they can be updated without restarting the service.

I had misread the spec and only provided the static page facility on the staff interface - should have been on the PUI. Andrew Morrison noticed my oops and corrected it, so now it should work on both.
