Have you checked out id.loc.gov? They public lcnaf (and other schemes) in a lot of different formats. LCNAF is here: http://id.loc.gov/authorities/names.html

Thanks for forwarding that. I filed the issue. I don't believe the LOC service has anything other than a browser interface though, so it may not serve as a replacement for the OCLC service. I'll check it out though.
